In the summer of 1938, war loomed on the world’s horizon. Though fighting had not yet touched Britain, the government began preemptive plans to evacuate the cities.  The Anderson Committee divided the country into “evacuation,” “neutral” and “reception” zones, and established priority evacuees: school children and teachers, mothers and young children, pregnant women, and incapacitated adults.

At the time, London was as yet out of reach of the German Luftwaffe; however, evacuation plans progressed, rehearsals were held, and additional rural camps were set up for evacuees. By 1939, it became increasingly clear that war was on Britain’s doorstep, and local evacuation suddenly seemed an insufficient measure.

In June of 1940, France crumbled under relentless German attack. The Germans then set their sights on Britain, starting with air assaults and progressing to Blitz and bombing of British cities by September of the same year. The British government began to fear for the country’s survival in the case of an all-out invasion; thus, suggestions began to surface for a large-scale overseas evacuation.

While the suggestion was initially rejected, the government soon began to look to Commonwealth nations such as  Australia, South Africa, and Canada and also the  United States as safer havens – a way of survival for some, even if Britain was invaded. Thus plans were developed with the goal of evacuating 1 million children to British Dominions overseas.

The first “guest children” sent abroad were those of the upper class families. Personal efforts were made to send children to family or friends in Canada or America. In some cases, parents from an entire school combined efforts in private arrangements to send the whole group of children abroad. Eventually, however, the public began to demand government assistance for those less fortunate.

The possibility of an eminent Nazi invasion had parents clamouring to send their children to safer shores, while private groups in America and the other Dominions were inspired to offer a haven to Britain’s children. In order to facilitate this emigration, the government established the Children’s Overseas Reception Board (CORB) in May of 1940. The CORB was responsible for organizing this overseas evacuation, and applications began pouring in from all over the country.

Rather than processing the applications on a first-come-first-served basis, CORB placed greater priority on some children than others. It’s unclear exactly how selections were made; however, the press was soon accusing CORB of giving preferential treatment to children of the wealthy. Many more applications were received than the government was able to move, and ultimately, many of the children who were sent abroad were indeed children of wealth with contacts overseas.

The CORB process was a slow one, and in fact, far more children were sent abroad through private arrangements. An estimated 13,000 children were sent abroad by parents with the means to do so. While CORB received 210,000 applications by the time the scheme was ended, it’s estimated that a mere 3,300 were actually sent to the Dominions by the organisation.

Evacuees were primarily sent to the United States and Canada, since the trans-Atlantic passage was relatively short. Most, however, were sent to Canada, as immigration between England and Canada was more easily accomplished. Of course, some children had families in the other Dominions, so a number did end up in Australia, South Africa, New Zealand and the Caribbean as well.

In 1944, the tide of the war had shifted, and Britain decided to bring its children home. Troopships brought American and Canadian soldiers to their home shores and returned with British children. Families were reunited, and Britain set out on the path to rebuilding the nation.

An Italian immigrant was quoted as saying: “I came to America because I heard the streets were paved with gold. When I got here, found out three things: First, the streets weren’t paved with gold; second, they weren’t paved at all: and third, I was expected to pave them.” This sentiment was echoed by many who made the migratory voyage with high hopes, only to be disappointed upon arrival.

We hear many success stories of immigrants who left on a one-way trip and never looked back. We must consider though, that out of the hundreds of thousands who successfully emigrated from the UK and made new homes abroad, there were many who gave up and returned home. We have put much discussion into the decision to migrate; however, in this article, we look at some of the reasons that caused a large number of immigrants to return home.

How Frequent are Return Migrations?

Return migration can be somewhat difficult to measure. Some immigrants returned home to stay, while others returned to their home countries temporarily, only to emigrate once more.

Most countries also kept poor records on those leaving the country, focusing instead on those arriving. The US, for example, only started recording departing passengers in 1908. Even those statistics can be fairly misleading, as the records only state that an immigrant is leaving. No mention is made of whether the departure is permanent or temporary.

Prior to the 19th century, return migration was far less frequent. Travel was expensive, time-consuming and dangerous, and immigrants tended to settle since returning was so difficult. In the late 19th century, trips home became more frequent, and by the early 20th century, we begin to see clear statistical patterns of return migration.

For example, some scholars have estimated that a full third of American immigrants returned home. During certain periods, such as the Great Depression, return trips were even higher.

Interestingly, however, immigrants from the UK had a fairly low return rate compared to many other nationalities. English immigrants returned at a rate of about 10.4%, while only 6.3% of Irish immigrants ever returned home.

Why Did Immigrants Return Home?

Reasons for return are almost as varied as the immigrants themselves. Some went with high hopes and gave up when those hopes were not realized. Others never intended to immigrate permanently in the first place.

“Birds of Passage”, for example, traveled purely for economic reasons. They intended to work long enough to make a bit of money so that they could better their lives back home.

Others returned due to family obligations. Many women emigrated to earn enough money for a dowry, and once that objective was achieved, they returned home. Others were forced to return home to care for parents or siblings they had left behind.

Others still had been unwilling emigrants in the first place. Shipped off as indigents, many in this group simply returned home as soon as they were able to earn passage.

Finally, a great number of immigrants were just unhappy in their new country. Instead of the easy life they had hoped for, the immigrants were faced with struggles and hostility. They looked back on their home with nostalgia and decided that perhaps things were better there after all.

Assisted Emigration from Ireland

During the 19th century, Ireland saw a rapid increase in unemployment. Thousands suffered in poverty, and were often regarded as “permanent deadweight”, “feckless”, or a “redundant” population. Because so many were desperate for jobs, employers were able to reduce wages even further – far below the proper acceptable level – leaving even the employed in dire straits.

This left much of the population looking abroad for relief. Most had family or friends in America, and these fortunate folks often had their fares paid. There was a sizeable group, however, that had neither the connections nor the finances to move.

These poorest of the poor turned to England and Scotland for jobs. Before long, however, the English government became alarmed at the prospect of thousands of migrant paupers pouring across the borders and negatively affecting the native labour conditions. The British job market was already overloaded with English workers, and there were simply not enough resources to provide for the Irish influx.

Thus, a plan was conceived to fund assisted emigration programs. The British government and poor law unions along with independent philanthropists and landlords conspired to pay the fares of 300,000 of the most destitute in Ireland. Those sent abroad were typically able-bodied workers who simply could not find employment at home. These primarily included workhouse paupers, single women, and landless agricultural labourers. This group was overwhelmingly Catholic, and made up nearly 10% of the total migration.

A number of schemes were implemented, and each saw varying degrees of success. Some colonies such as New Zealand and Australia were desperate to attract skilled immigrants, and offered money or land grants to any Irish who chose to emigrate. Most, however, were sent to North America.

Conditions varied greatly for the newly arrived emigrants. Many struggled enormously, finding conditions abroad little better than back in Ireland. Some programs, however, were very successful.

A program led by Peter Robinson, for example, stands out as a highly successful venture. A select group of Irish emigrants was chosen from a number of estates in County Cork, as well as a few from estates in the southeast of Ireland. Stringent rules required emigrants to be Roman Catholic peasants under the age of 45.

Roughly 300 families were selected, and each emigrant was given 70 acres of land in Canada’s Ottowa Valley. Emigrants would be required to pay an annual quit rent to the Crown at a rate of 2 pence per acre; however, each emigrant was provided with needed supplies, including food, seed corn and potatoes, cattle, and tools for building and farming. Log cabins were even constructed and clearings made on each settler’s land grant.

By contrast, other programs were significantly less successful. Those implemented during the Great Famine created the greatest hardships, as many schemes were enforced by landlords on unwilling evicted tenants. These were poorly funded ventures which generated great difficulty for both the emigrants and the host nations.

Overall, however, a great many of these assisted emigrants went on to prosper in their new homes. Despite the difficulties they faced, many made the courageous choices necessary and established prosperous settlements for following generations.

Ellis Island: Gateway to America

On January 1, 1892, a 15-year-old Irish girl named Annie Moore was granted entry to the United States. She and her two brothers were the first to be processed through Ellis Island. Over the following 62 years, millions would follow Annie Moore through the Ellis Island port of entry.  The island, in Upper New York Bay, would become a major gateway as the busiest immigrant in section station in the United States.

While most connect Ellis Island with immigrants from other parts of the world – particularly southern and eastern Europeans – the port was, in fact, an entry point for many British immigrants as well. In fact, throughout the 1890s, nearly 329,000 emigrants left the British Isles and set sail for the United States. Those who were first and second class passengers were processed aboard ship and weren’t required to pass through Ellis Island – thus, their entry is not recorded there. Many others, however, were traveling in steerage, and they joined the masses flowing through the Island facility.

Before Ellis Island opened, many millions of immigrants had flowed into the country through New York’s harbour. Initially, immigrants were processed by state officials; however, the Federal Government took over immigration control in 1890 and put $75,000 into constructing an official processing facility.

The first facility was a huge Georgia pine structure with several outbuildings and numerous amenities. Three ships full of immigrants docked the day it opened and 700 immigrants were processed. The first year at Ellis Island saw nearly 450,000 immigrants pass through its halls on their way to a new life in America. The first facility was short-lived, however, and in 1897 the entire structure burned to the ground. No lives were lost in the blaze; however most immigration records up to that date were lost.

Plans were put in place for a new, fireproof immigration station, and while construction was underway, passengers were processed at the nearby Barge Office. The newly constructed facility was enormous with the capacity to process as many as 5000 immigrants per day. The red brick building could house a huge number of immigrants at a time, and the dining facility was so large that it could seat 1000 at once.

Thousands passed through daily. Immigrants were given “six second physicals” during which they were checked quickly for any physical ailments, questioned, and then sent on their way. That was only a portion of the process, however, and most immigrants spent up to five hours under inspection. The majority of those processed were steerage passengers. First and second class passengers weren’t required to pass through the various inspection points at Ellis Island because the government assumed that if they had the money to buy a first or second class ticket, they would be able to support themselves sufficiently upon entry.

Between 1900 and 1929, over 1.2 million Britons migrated to the United States, many of whom were processed through Ellis Island before they were allowed entry. By the time Ellis Island closed in 1954, approximately 12 million immigrants had been processed there by the U.S. Bureau of Immigration.

 

Immigrants Made Good – Ernest Cassel

As one of the richest men of his day, Sir Ernest Cassel left a lasting mark on Britain’s history. He was a generous philanthropist, a wildly successful businessman, a close friend of royalty, and recipient of numerous honors and distinctions. Few would have expected such a legacy from a young, penniless German immigrant.

Ernest was the youngest of three children born to Amalia and Jacob Cassel. He was born on March 3, 1852, in Cologne, Germany. His father owned a small bank, and Ernest received a standard education up until the age of 14. At 14, he quit school and started an apprenticeship under J.W. Eltzbacher, a local banker who specialized in financing foreign business and large industrial ventures. Ernest had a natural knack for business, and with his outstanding capacity for hard work he quickly learned the ropes in the world of finance.

Shortly before his seventeenth birthday, Ernest set out for England. He arrived in Liverpool penniless, but with plenty of ambition. He quickly found a job working for a firm of grain merchants where he was paid £2 a week.

His true gifts lay in the world of banking, and he was soon working in Paris for a bank. His stint in Paris was short lived though, as the Franco-Prussian War soon broke out. Since he was born in Prussia, Paris was no longer safe for him, and he was forced to return to England where he soon found work in a London bank.

He began working as a confidential clerk for Louis Bischoffsheim in the financial house of Bischoffsheim and Gildschmidt. He became a fast friend of the Bischoffsheim family, and this led to rapid promotion through the ranks of the financial firm. By the time he was 22, Ernest was managing the bank at a salary of £5000 plus commission.

In 1878, Ernest was married to Annette Mary Maud Maxwell in a ceremony at Westminster. They had one child – a daughter, who they named Amalia Mary Maud Cassel. Tragedy struck before long, when Annette contracted tuberculosis and died within three years of their marriage. Ernest’s widowed sister and her children soon came to live in London, where she helped to run the household and look after little Amalia.

Despite Ernest’s personal losses, he prospered in the offices of Louis Bischoffsheim and in 1884 he began putting together his own financial deals. He developed business ventures in Turkey at first, and soon had substantial ventures in Sweden, South America, Egypt, South Africa, and the United States. By 1898, his independent business was so successful that left Bischoffsheim and Gildschmidt to open his own offices.

Ernest developed a friendship with Lord Willoughby de Broke and they jointly started a stud farm for breeding race horses. They began racing their bred horses, and it was at the tracks that Ernest met the Prince of Wales (soon to become King Edward VII), and a fast friendship formed between them.

Ernest Cassel received a number of public recognitions as well as foreign decorations. The first was the K.C.M.G. awarded by Queen Victoria for his importance in the financial world. King Edward awarded him the further distinctions of K.C.V.O., G.C.M.G., G.C.V.O., G.C.B., and a privy councillorship.

Throughout his lifetime, Sir Ernest Cassel gave away nearly £2 million to public works and charities.

In the years following the French Revolution of 1789, a large number of Frenchmen fled France and took refuge abroad. Nearly one percent of the French population abruptly left France, including many members of the royal family and the French aristocracy, as well as priests, clergymen and others who had lost lands and privileges during the great uprisings.

While a large number of these émigrés gathered in Germany, Belgium, Switzerland, and in the United States, a significant number – particularly those from Normandy and north western France – found a safe haven in Great Britain. Though the British had nothing to gain politically from helping the Catholic French, Britain was, in fact, the only European nation to reach out to the émigrés with financial assistance.

The French refugees found an established French-speaking community in England where the Huguenots had previously settled. Some made their homes in Richmond, Surrey, though the largest community of émigrés settled in London, where they found a strong social structure and an active political lobby. In 1796, England’s Alien’s Act was renewed, and all émigrés were moved inland from the coasts and Channel Island.

By 1801, London’s West End and the Parish of St. Marylebone were populated with a substantial number of French political refugees. Aside from the 4,000 or so lay French Catholics, the area was home to some 5,600 priests and clergymen as well.

Other French communities thrived in London as well. Some settled in Soho where the Huguenots had established a French community. Others made their homes along Tottenham Court Road, Thames Street, Aldgate, Cripplegate, Temple Bar, Bishopsgate, and Shoreditch. Others still settled in Somers Town near Old Pancras Church, which was a predominantly Catholic area and the traditional burial grounds for English Catholics.

Of course, many members of the royal family and the aristocracy found a comfortable home in England as well. The comte d’Artois, the brother of Louis XVI, who would later become King Charles X spent the majority of the Revolutionary War and the Napoleonic years in England. Louis-Philippe, the duc d’Orleans (who would later become King Louis-Philippe) also took refuge in England after spending a number of years in Scandinavia and the United States.

A few émigrés were lucky enough to have English relatives who welcomed them into their homes. These were typically Stuart supporters who had followed James II to France. Many Walshes and Dillons, as well as the Duc and Duchesse de FitzJames numbered among the émigrés who fled to England at this time.

A large number of émigrés were not so lucky, unfortunately. The poorest settled in St. George’s Fields, Southwark, and many fell ill and died. Though a significant number suffered gravely during this time, this fact is often overlooked due to the fact that the more prominent émigrés were wealthy members of the church or aristocracy. Some prominent Britons like the Duchess of York and John Eardley Wilmot worked tirelessly to raise awareness. Through their efforts, they provided a measure of relief for the suffering émigré population.

Many working class émigrés were industrious, however, and established themselves fairly quickly. Some offered lessons in French, dancing, fencing, and chess. Others became tailors, seamstresses and hatmakers. Some opened boarding houses and restaurants. A number found work with the Post Office which gave them safe access to France where they were able to gather information.

The émigrés left a mark on England in more ways than one. Chapels, hospitals and schools were constructed by these industrious immigrants – many of which still remain today. St. Cross in Dudley Court, Soho Square, was the first built, followed by others in Somers Town, St. George’s Fields, Tottenham, and St. Mareylebone.

The year 1847 was a year of deep tragedy for the nation of Ireland. The first half of the century had seen unprecedented demographic growth, with the population doubling from four to eight million by 1845. Naturally, the structures were not in place for such rapid growth. Agrarian land holdings became smaller as the population expanded. The remaining farms had to maximize their food production to keep up with the demand. Farms that were already in a precarious state financially due to heavy farm tariffs were put completely out of commission when a series of crop failures occurred in the late 1830s.

In 1845, problems were compounded further when Europe’s crops were ravaged by a potato blight. Ireland was the hardest hit, and its potato crops were decimated. The resultant famine combined with the precarious economic conditions triggered a huge wave of immigration and subsequent Irish diaspora.

Nearly 100,000 boarded ships bound for Canada and the United States. These ships soon became floating coffins as immigrants – already weakened by lack of sustenance – succumbed to disease.

On May 17, 1847, the Syria floated into Grosse Isle in Quebec. Sickness had wracked the passengers and 430 were down with fever. In the days that followed, eight more ships pulled into the harbor, each carrying even more typhus victims. A week later, 17 more vessels had arrived, each carrying passengers infected with the fever. At this point, 695 people were already in hospitals and the doctors hardly knew where to put the new arrivals.

The number of ships soon reached 30, and over 10,000 immigrants were aboard waiting to be processed through immigration. By the end of May, 40 ships were lined up along the St. Lawrence River, stretching along the banks for two miles. Each ship held passengers affected by typhus and dysentery. Soon 1100 infected passengers were laid out in tents and fever sheds.

The island was rapidly overwhelmed, and some immigrants were transferred to Montreal where three long fever sheds had been constructed.  Thousands more continued to arrive, and soon there were 22 sheds full of invalids. Troops guarded the area so no one could escape; still, typhus quickly reached epidemic proportions in Montreal. Between 3,500 and 6,000 Irish immigrants died in Montreal’s fever sheds.

Other Canadian cities were affected as well. During the summer of 1847, 863 Irish immigrants died in the fever sheds of Toronto, and 2115 more died in New Brunswick. When over 3,000 Irish arrived in Bytown, fever broke out there as well. Fever sheds were erected and the Rideau Canal was shut down to prevent the spread of disease; still, approximately 200 died in quarantine. Kingston also was affected when fever-stricken immigrants passed through and took shelter in immigrant sheds. Some 1,400 immigrants died of fever there.

The consequences of the typhus epidemic hit Canada hard. Death and disease took their toll, but the country was also put under serious financial stress as much trade came to a standstill. In time, however, the country began to recover. Today there are 1,230,000 Irish descendants in Canada, many of whom can trace their lineage to the Immigrants of ’47.

 

 

Irish Migration into Liverpool in the 19th Century

There has long been much coming and going between Ireland and England. In fact, historians note that a scattering of Irish names existed in Liverpool as early as 1378. However, it was when Liverpool gained prominence as a port city that it became the primary access point for Irish immigrants as they made their way to England.

The Irish population in England grew gradually through the 19th century. Many poor labourers, drovers and artisans emigrated due to economic reasons. They weren’t the only ones, however. Middle class Irish moved in and made their mark on the history of Liverpool. Michael Whitty, for example, founded the Liverpool Fire Brigade and the Liverpool Daily Post. William Brown was another prominent figure, who financed the building of the public library.

But the situation took a drastic downturn during the tragic Potato Famine which stretched from1846 to 1852. A succession of the worst potato crop failures led to massive poverty and starvation in Ireland. The potato was a staple food of the poor, especially in winter, and the loss of the crops was devastating. Over one million people lost their lives over the course of the famine.

The Irish escaped in droves, with approximately 1.3 million immigrants passing through the port in Liverpool. Though a substantial Irish population already existed in England, the enormous influx deeply impacted the city of Liverpool.

Many immigrants saw Liverpool as a stepping stone on their way to the United States; however, a large number ended up staying on, making their homes in Liverpool. By the end of the famine in 1851, there were some 90,000 Irish born and living in Liverpool. In fact, the Irish immigrants made up about 25 percent of the town’s population.

Those that stayed in Liverpool gravitated toward established Irish communities. The Irish community developed predominantly around St. Anthony’s Church in Liverpool. Further Catholic churches quickly sprung up throughout the 19th century, providing a ballast for the droves of Irish immigrants.

Unfortunately, the Irish who arrived in Liverpool were starving, weak and extremely vulnerable. Certain groups sprung up almost immediately and found an easy livelihood taking the little money the immigrants possessed upon arriving on the Mersey docks. Many of the Irish immigrants quickly moved on; however, those who stayed near the docks were at great risk and were often preyed upon by the unsavoury characters.

Conditions worsened as the enormous volume of immigrants quickly exceeded the available housing and employment. The sanitary system was taxed to its limit – as was the Poor Law system. Liverpool taxpayers quickly became disgruntled, feeling that the immigrants were overburdening the Poor Law system.

Many Irish workers were forced to take low-paid, labour-intense jobs at the docks, processing plants, in the chemical industries, and as warehouse and construction workers. Irish women found even fewer opportunities, and were relegated to low-level jobs like hawking box chips and crushed sandstone residue.

To compound matters, typhus, dysentery and cholera swept through the population with epidemics so severe that floating hospitals and fever sheds were built along the Mersey. The overcrowded living quarters were breeding grounds for disease, and despite numerous attempts to improve sanitary conditions, “Irish Fever” persisted. In fact, at that time, life expectancy in the dock areas of Liverpool fell to the lowest in the country.

Eventually, the Irish came to dominate the Liverpool docks, and in fact had quite an impact on how the port developed. As Liverpool became a prominent port city, efficiency on the docks was a priority, and Irish dock workers played a huge role in making that possible. Irish “lumpers” loaded and unloaded cargo on the ships. Irish “carters” carted tobacco between the port and various private warehouses. Around 1900 Irish porters were employed in warehouses on the Liverpool docks. The Irish were involved with dock construction on the Mersey, and many found work as stevedores, sailors and ship’s firemen.

All-in-all, Liverpool just might not be the place it is today without the influence of the great Irish migration. The impact of the Irish on the city as a whole can still be felt today. After all, a couple of the most famous fellows to come out of Liverpool – John Lennon and Paul McCartney – do carry Irish surnames.

Single to Wisconsin, Please!

Shipping lines not only brought significant financial revenue to the town, but also added greatly to the culture and community as migrants made their way through the port.

Prior to 1836, however, migrants flowed in at a mere trickle. Those who passed through were primarily there for commercial reasons. Some migrant ships did pass through Hull on their way to Canada or the US, though these were infrequent and the numbers negligible. The few ships that did accommodate migrants were unpleasant and the journey was a tiresome ordeal. Accommodations were cramped and voyage timings were irregular.

All of this changed in the 1840s as steamship companies in Hull, Leith, Hamburg and Gothenburg began offering regular emigrant services via the UK. The steamships dramatically shortened the time it took to travel between mainland Europe and the UK ports, and thanks to contracts with the Royal Mail postal service, steamship companies were able to offer trips all throughout the year (rather than being limited to the previously established “immigrant season”).

The Wilson Line of Hull began running steamship services from Norway and Sweden as early as 1843. The North Europe Steam Navigation Company followed in 1853, running a strong fleet of nine steamers back and forth on the Christiania and Gothenburg route. By 1858, however, the Wilson Line practically monopolized the route from Scandinavia to Hull, and brought the majority of emigrant traffic.

From the port cities, the transmigrants were taken by train to Southampton, Liverpool, Glasgow, or London. In these larger cities, the migrants boarded large transatlantic liners for the final leg of their journey to the United States. Passengers could purchase a complete travel package that covered the entire trip including the steamship to Hull, the train ticket on the Transpennine Railway Line to Liverpool, and the final ocean liner ticket that would take them to their final destination.

This brought on a boom of transmigration as folks travelled en masse from Sweden and other Northern European countries. Of course, the city of Hull was not initially prepared for such an enormous number of emigrants, thus emigrant houses and railway stations quickly became overcrowded and a serious health risk. After a cholera outbreak in 1866, the city put major preventative measures in place. Travellers were no longer allowed to roam the city on foot, but were required to remain on board the steamers until their trains were ready to depart.

In 1871, the Northeastern Railway Company built a waiting room near Paragon Railway station so that the emigrants could relax, meet ticket agents, use the washrooms and facilities and be sheltered from the wind and weather. Eventually, the majority of the emigrants were passing through the Paragon Railway Station. Though the travellers were only there for a short time, their numbers were so great that in 1881, the station doubled the size of its waiting room. Women and children were able to wait in a separate room, and sanitary facilities were expanded and improved to meet the greater demand.

At times, so many emigrants were arriving that up to 17 carriages would be hooked up to a single steam engine. Passengers would cram into the forward carriages, while their baggage was piled high in the rear four cabs. Trains pulled out of Hull every Monday morning to make the three to four hour trip to Liverpool.

By 1914, however, transmigration had slowed to a crawl once more. The UK’s Alien Immigration Act of 1905 had severely restricted travel, and when WWI broke out followed by the passing of immigration acts in America, mass transmigration came to an end. Over those 70-odd years, however, 5 million transmigrants flowed through the UK, with approximately 60% of them passing through the port in Hull.
